Abstract:

The overall objective of the AC_T_E project was to apply the European Employment Strategy (EES) at local level to improve the level of business activities and employment in the partner cities. That was done through the active participation of local actors involved in local socio-economic development.

To attain the overall objective, the project has met the following specific objectives:
  • Creation of an inventory of active employment policies;
  • Reflection on policies applied in project territories in order to identify areas of overlap and non-maximisation of synergies;
  • Establishment of 5 Local Action Plans (LAPs);
  • Establishment of a methodology available for the design of said LAPs (guide for the formulation of LAPs, monitoring plan, LAP development timelines, a guide for the detection, compilation and selection of good practices, a good practices compilation sheet)
The main conclusion drawn from the development of the AC_T_E project was the need to modify the framework of relationships existing between the different levels of government (local, regional, national) to make the EES permeable at local level. For that purpose, AC_T_E project partners have drafted a Communication to the European Commission and Parliament asking for the creation of a fifth European Employment pillar. That pillar is "territory", and is a fundamental objective to promote the EES on a local scale.
